A brief CV


David Fabri graduated in law at the University of Malta in 1979 and has been involved in consumer protection matters since 1978 starting with his doctoral thesis on the subject of “Consumer Protection and the Law”. In 1979-80, he participated in the setting up and operation of one of the first consumer associations in Malta. He has been advising successive governments on consumer policy and legislation since 1990.

He was closely involved in the drafting of two White Papers issued by Government in 1991 (Rights for the Consumer) and 1993 (Fair Trading - the next step forward) and in the subsequent Consumer Affairs Act of 1994. In 1997, he co-authored a bill for the setting up of a new proposed authority merging responsibility for consumer and competition matters. He served on the Consumer Affairs Council from its inception in 1996 until 2001 when he resigned.

In 1999, he headed the EU Consumer Affairs Task Force whose functions included the handling of the entire screening and legislative programme relating to the consumer protection chapter of the EU Acquis, and to advise Government accordingly. This exercise concluded with the substantial Consumer Affairs (Amendment) Act adopted by Parliament in 2000. He has also been closely involved in the recent Product Safety Act, Metrology Act and Price Indications Regulations.

He lectures on consumer protection and legislation in Malta and the EU at the University of Malta at both graduate and post-graduate levels, and has written extensively on consumer issues in various publications.

His current full-time occupation is that of a Director in charge on legal and EU affairs with the Malta Financial Services Authority, which is now the single unified regulator for financial services.
